His name is Lajohntay Wester, of Palmetto, FL.  Palmetto is just north of the Manatee river from Bradenton.

He's 5'11'' and 170 with a reported 40 of 4.39.  There's not a ton of information on him...if you read game reports you see him on the finishing end of some big plays, especially on kick returns.  His coach said he has received Division I offers as a QB, WR, plus kick returning.

Looking through his twitter feed, his offers were from Gardner-Webb, Valdosta State, Tennessee Tech.  He said he had 8 offers when he got the Gardner-Webb one.  The only other FBS offer I could find was UT.

He played on a good team.  They made the state 6A semi-finals and went 12-2 last year.  (The Florida classes go up to 8.)
